Free-trade zones are defined as: “an area where the goods are not subject to the usual customs control service and whose introduction and extraction are not encumbered with taxes - except for the service fees that may be established –; nor any economic interdictions on it”. In Argentina, Law No. 24.331 classified free-trade zone in four types: storage, commercial, services and industrial. The tax benefits that this legal regime provides are that the goods in those areas are not subject to export or import taxes, created or to be created. Despite the fact that free-trade zones are a key tool in order to develop marginal areas in a country or a region, they can accomplish that aim by themselves alone. Free-trade zones must be integrated into the logistic and industrial system of the region, making, in this way, the necessary synergy in order to succeed. Port of Barranqueras is located on the right bank of the Paraguay - Paraná Waterway in the province of Chaco, Argentina, at around 1,000 km North of Buenos Aires City. Historically, this is a marginal area of Argentina in terms of investment and development, with large infrastructure deficiencies. However, the Port of Barranqueras has many unique advantages as follows : its location on the geographic centre of MERCOSUR with adequate road (RN11; RN14) and railway (Belgrano Cargas) connections; its sustainable growth potential due to its distance from large urban areas and its condition of being a full multimodal port with facilities for container and general cargo handling as well as grain storage. Those characteristics make it ideal to set up a free-trade zone. The objective of this paper is to analyse how a free-trade zone integrated to the Port of Barranqueras will enhance The area until converting it into an industrial and logistic center, making more competitive all the export industries in the zone. Alongside the analysis, this paper includes a roadmap that will help other ports in similar conditions.
