Currently the US Army Corps of Engineers is faced with an aging infrastructure at nearly 200 locks and dam projects throughout waterways in the United States. A backlog of maintenance and repair of critical components at navigation projects could cause significant unplanned outages on the inland waterway system in the decades ahead. Focused timing of planned investments across the entire waterway system are needed to keep the US inland waterways open to navigation traffic for decades to come. Since 1992, the USACE has been using their Major Rehabilitation Program to fund repairs and replacements of components at a number of projects across their inland navigation system. However, the Major Rehabilitation Program requires a significant level of funding upfront to even see if they will qualify economically for funding under the program. Recently many projects have spent millions of valuable O&M dollars to not gain successful acquisition of Major Rehabilitation funds. As part of the programmatic updating, a simpler screening process is now invoked to assist project with seeing if their critical components would qualify for funds in the program. The presentation will discuss past practice and how the updated screening process has greatly assisted with the selection of components to place into the Major Rehabilitation Program. Examples from projects will show methods that could be used to reduce first costs to O&M as well as those that could be applied to the entire Inland Marine Transportation System so planned investments could be identified across many projects for the Major Rehabilitation Program.
